The measure exposes to the general public worldwide what is currently confidential, and therefore very valuable to the actual inventor. It provides an open avenue for unscrupulous entities to pirate, then market a valuable new innovation before the true inventor(s) can commercialize their innovation.
A much better solution is to have enough examiners to process all pending patents in an 18 month time frame.
