The game plan for the opposition is now official. A letter from the Coalition on Patent Reform was sent recently to the Alliance by a friendly Congressman announcing the intentions of the Coalition to introduce the legislation we stopped last session. In the early days of the 105th Congress the opposition intends to introduce H.R. 3460, the Moorhead/Schroeder Patent Reform Act of 1996, and S. 1961, the Omnibus Patent Reform Act. As a reminder, both bills include a combination of issues which will change the U.S. Patent Office to mirror that of Japan and Europe. 04/25/1997 - Alliance For American Innovation

We have won a great victory in the House of Representatives. We were able to succeed in getting the Kaptur amendment passed into H.R. 400. Associated Press stated (4/24/97), "In a surprising turnaround, critics of the bill pushed through by 220-193, an amendment that exempted small businesses, universities, and independent inventors from provisions requiring that patent applications be made public after 18 months [from filing], regardless of whether the patent has been granted." Her amendment also eliminated reexamination of issued patents which was a serious threat to small business and also patent holders in this country. More...
